Which UPPCL DISCOM Handles Your Solar Application? A District-by-District Guide for UP Homeowners

One of the most common reasons solar applications get stuck or rejected in Uttar Pradesh is also one of the most avoidable: the application was submitted to the wrong distribution company. UP's electricity distribution is not managed by a single entity. UPPCL, the Uttar Pradesh Power Corporation Limited, is the umbrella parent organisation, but it operates through five separate distribution companies, each covering a distinct geographic territory. Your net metering application, your PM Surya Ghar portal registration, and any correspondence about solar inspection must all match your correct DISCOM. Getting this wrong delays subsidy disbursement by weeks or months. Getting it right from the start is straightforward once you understand how the system is organised.

UP's Five DISCOMs and the Districts They Cover

MVVNL (Madhyanchal Vidyut Vitran Nigam Limited) covers central UP and is the DISCOM most residential and commercial solar buyers in the Sunwize service area deal with. Its territory includes Lucknow city and district, Barabanki, Unnao, Hardoi, Sitapur, Raebareli, and several adjoining districts. If your electricity bill header reads "Madhyanchal Vidyut Vitran Nigam" or shows an MVVNL letterhead, your solar application, net metering request, and PM Surya Ghar registration go through MVVNL. The online portal for MVVNL customers is mvvnl.in. Processing times for net metering in the Lucknow division under MVVNL currently average 45 to 60 days from submission of a complete application.

PuVVNL (Purvanchal Vidyut Vitran Nigam Limited) covers eastern UP and is the largest DISCOM by territory. Its area includes Ayodhya, Sultanpur, Varanasi, Prayagraj (Allahabad), Azamgarh, Gorakhpur, and the broader eastern district belt. For the many solar buyers in Ayodhya whose installations are driven by the city's rapid commercial and residential growth, PuVVNL is the relevant DISCOM. PuVVNL has historically had longer net metering processing timelines, ranging from 90 to 120 days in some eastern district circles, though the dedicated PM Surya Ghar processing cells have begun to improve this. Buyers in Ayodhya and Sultanpur should plan for longer timelines and follow up proactively with the local circle office.

PVVNL (Pashchimanchal Vidyut Vitran Nigam Limited)covers western UP, including Agra, Mathura, Meerut, Ghaziabad, Noida, Bareilly, and the western district corridor. This DISCOM handles a large share of the NCR-adjacent and western UP solar market.

DVVNL (Dakshinanchal Vidyut Vitran Nigam Limited)covers south-central UP, including parts of Agra, Jhansi, Banda, and the southern district belt. Some boundary districts have overlapping coverage designations, so confirming your DISCOM from your actual bill is always more reliable than assuming from district name alone.

KESCO (Kanpur Electric Supply Company) is entirely separate from the four zone-based DISCOMs. KESCO serves Kanpur city specifically and operates its own portal, billing system, and solar application process. Kanpur residents filing solar and net metering applications go through KESCO directly, not through DVVNL or any other DISCOM. KESCO has established dedicated solar processing cells and currently handles net metering applications in approximately 30 to 45 days, making it one of the faster utilities in UP for solar commissioning.

How Your DISCOM Affects the Solar Application Process

Every stage of the solar and net metering process in UP is handled at the DISCOM level, not by UPPCL centrally. Net metering applications are filed at your DISCOM's local circle or division office, not at UPPCL headquarters in Lucknow. If you file an MVVNL application at a PuVVNL circle office, the application will be returned or simply remain unprocessed.

The PM Surya Ghar national portal at pmsuryaghar.gov.in auto-identifies your DISCOM when you enter your electricity consumer number during registration. If the portal fails to recognise your consumer number, the most common cause is a mismatch between the number format you entered and what your specific DISCOM uses. MVVNL, PuVVNL, PVVNL, DVVNL, and KESCO each use distinct consumer number formats. Check your physical electricity bill for the exact format, including any leading zeros or alphabetic prefixes, and enter it exactly as it appears.

Subsidy disbursement for PM Surya Ghar flows through the national portal after a physical inspection is completed by a DISCOM-assigned inspector. This inspection stage is where most subsidy payment delays originate. The inspector verifies that the installed system matches the registered specifications, that the net meter is correctly installed, and that documentation is in order. Delays at the DISCOM inspection scheduling stage are common in high-volume periods. Following up by phone and in writing with your DISCOM circle office, and keeping a record of every communication, is the most effective way to keep the process moving.

Finding Your DISCOM and Practical Tips by District

The fastest way to identify your DISCOM is to look at your electricity bill. The header or the company name printed on the bill names the DISCOM directly. If your bill says "Madhyanchal Vidyut Vitran Nigam Ltd," you are an MVVNL customer. If it says "Purvanchal Vidyut Vitran Nigam Ltd," you are in PuVVNL territory. KESCO bills carry the KESCO name prominently.

The UPPCL website at uppcl.org also provides a DISCOM identification lookup by district. For consumers whose bills are not immediately available, this lookup confirms which operating company covers their address.

For buyers in Lucknow, Barabanki, Unnao, Sitapur, Hardoi, and Raebareli: you are in MVVNL territory. File applications through mvvnl.in or at the nearest MVVNL circle office. Processing timelines are among the better ones in the state for solar applications.

For buyers in Ayodhya and Sultanpur: you are in PuVVNL territory. Build extra time into your project timeline, ideally 90 to 120 days from application to net meter commissioning. Following up with the local PuVVNL circle office every two weeks after submission is advisable rather than waiting passively.

For buyers in Kanpur city: you are in KESCO territory, not DVVNL. KESCO has its own registration portal and circle offices. The solar process is separate from MVVNL and is generally handled efficiently.

Sunwize Energy Systems handles DISCOM identification and the complete net metering filing process on behalf of our customers across all UP districts, whether that is MVVNL in Lucknow and Barabanki, PuVVNL in Ayodhya, or KESCO in Kanpur. Knowing which company covers your area is the first step to avoiding unnecessary delays on what should be a straightforward process.
